The Authority considers applications for approval to supply pharmaceutical benefits under the requirements of the Pharmacy Location Rules determined by the Minister for Health. The Authority makes recommendations to the Secretary of the Department of Health (delegated officers within the Department of Human Services) as to whether or not the applicant should be approved in relation to particular premises. The National Health Act specifies the membership of the Authority who are appointed by the Minister for Health, with the exception of the Departmental representative who is appointed by the Secretary.
